Wisconsin UTV tint proposal: October 29, 2026 hearing notice

Proposed UTV rule · not in force

Wisconsin DNR’s September 29 notice scheduled an October 29, 2026 hearing on proposed UTV tint exceptions and gave a November 2 comment deadline. This report describes that notice, not a confirmed hearing outcome or a change to passenger-car tint rules.

Hearing and comments

In its September 29 announcement, the Wisconsin Department of Natural Resources scheduled a virtual hearing for October 29, 2026 on proposed rule LE-06-26. The notice provides Microsoft Teams and telephone access, and encourages advance registration for people who plan to speak. Written comments must be received on or before November 2, 2026; the notice states no cutoff hour.

The hearing PDF listed 11 a.m. “Central Standard Time,” while the calendar listed 11 a.m. without a time zone. The October 17 review did not resolve that difference. The date has now passed; this report does not confirm whether the hearing occurred or provide an outcome. Check DNR’s current rulemaking record for subsequent developments.

What the tint provisions propose

The August 21 draft would exempt specified original-manufacture glass on UTVs made before March 1, 2027 from the light-transmission percentages in NR 64.07(8)(bm)2 and 3. It names front-side windows, rear-side windows and the rear window; the glass must be neither film-tinted nor reflective. Neither the windshield nor the vent is listed in this factory-glass exception. March 1, 2027 is a proposed vehicle-manufacture cutoff, not an effective date.

A separate proposed medical provision specifies nonreflective film applied inside the glazing and at least 35% combined glass-and-film light transmission. It requires a recommendation from a physician or Christian Science practitioner treating the owner or an immediate family member, plus a vehicle-specific written statement carried in the UTV and shown to an officer on request. The draft also specifies removal after a sale, the patient’s departure from the owner’s household, or expiry of a temporary condition.

Still a proposal

As reviewed October 17, DNR’s rulemaking table lists LE-06-26 at the public-hearing stage. The current NR 64.07(8) text does not contain these proposed exceptions. The draft’s effective-date clause depends on future publication in the Wisconsin Administrative Register; no calendar start date is supplied.

UTV scope

The tint provisions concern utility terrain vehicles under Wisconsin’s statutory definition. LE-06-26 proposes changes to NR 64, rather than the motor-vehicle tint provisions in Trans 305.32. The linked Wisconsin motor-vehicle guide covers that separate framework. This proposal is not permission to change a vehicle’s tint.
